The U.S. Department of Commerce today announced a significant preliminary agreement with semiconductor manufacturer GlobalFoundries (GF), allocating a substantial $5.2 billion under the landmark CHIPS and Science Act. This funding package, a pivotal step in the nation’s strategy to bolster domestic semiconductor production, comprises $1.5 billion in direct grants and $3.7 billion in loans. The investment is specifically earmarked for transformative projects aimed at expanding GlobalFoundries’ manufacturing footprint and capabilities within the United States.

The primary focus of this funding is the construction of a cutting-edge, high-volume manufacturing facility located at GlobalFoundries’ existing campus in Malta, New York. This new fab is designed to significantly increase the company’s capacity for producing essential semiconductor chips. In addition to the new construction, a substantial portion of the funding will be dedicated to modernizing and expanding existing fabrication plants at GlobalFoundries’ sites in both New York (including further enhancements at the Malta facility) and Vermont. These strategic investments are projected to double GlobalFoundries’ overall U.S. semiconductor manufacturing capacity over the next decade, marking a critical expansion phase for the company and the domestic industry.

Strategic Importance of Mature Node Chips and Target Industries

The expansion funded by the CHIPS Act grant and loans is specifically targeted at increasing the production of mature node semiconductor chips. While often overshadowed by discussions of leading-edge processors for AI and high-performance computing, mature nodes (typically defined as technology nodes older than 20nm) are absolutely crucial for a vast array of modern electronic devices and critical infrastructure. These workhorse chips are fundamental components in the automotive sector, managing everything from engine control units to infotainment systems and advanced driver-assistance systems (ADAS). They are also indispensable in the defense industry, powering communication systems, guidance technologies, and various military hardware, where reliability and resilience are paramount.

Furthermore, mature node chips are widely used in mobile devices, industrial equipment, medical devices, and a multitude of internet of things (IoT) applications. The global demand for these chips remains incredibly high, yet a significant portion of their production currently takes place overseas. The U.S. government’s focus on boosting domestic mature node manufacturing through the CHIPS Act, as exemplified by this GlobalFoundries award, is a direct response to the need to secure supply chains for these ubiquitous and essential components.

Economic Growth and Job Creation in New York and Vermont

A key objective of the CHIPS and Science Act is to stimulate domestic economic growth and create high-paying jobs. The investment in GlobalFoundries is expected to deliver significantly on this promise. The construction of the new advanced manufacturing facility in Malta, New York, alongside the modernization projects in New York and Vermont, will necessitate a substantial workforce.

Estimates indicate that the projects supported by this $5.2 billion package will create thousands of construction jobs over the next several years. These jobs are critical for building the complex, highly specialized facilities required for semiconductor fabrication. Following the construction phase, the expanded and modernized fabs will require a skilled workforce, leading to the creation of thousands of high-paying, long-term manufacturing jobs in New York and Vermont. Bolstering Domestic Supply Chain Resilience

The COVID-19 pandemic and subsequent global supply chain disruptions starkly highlighted the vulnerabilities inherent in relying heavily on overseas manufacturing for critical components like semiconductors. Geopolitical tensions further underscore the risks associated with concentrated production in certain regions. The CHIPS Act was designed specifically to address these vulnerabilities by incentivizing domestic production and building more resilient supply chains within the United States.

The $5.2 billion investment in GlobalFoundries is a major step towards achieving this goal. By doubling GF’s U.S. capacity for mature node chips, the United States significantly reduces its dependence on foreign suppliers for these essential components used across numerous critical industries. This increased domestic capacity provides greater stability and predictability for U.S. manufacturers, reducing the risk of disruptions caused by international crises, trade disputes, or other unforeseen events. A more resilient domestic supply chain for semiconductors is not only an economic imperative but also a matter of national security.

GlobalFoundries’ Role in the U.S. Semiconductor Ecosystem

GlobalFoundries is one of the leading pure-play semiconductor foundries globally and has a substantial existing footprint in the United States, particularly at its Fab 8 in Malta, New York, which is one of the largest and most advanced semiconductor manufacturing facilities in the U.S. The company also operates a fab in Burlington, Vermont.

This significant investment from the CHIPS Act underscores the U.S. government’s recognition of GlobalFoundries’ existing capabilities and its potential to play a crucial role in expanding domestic chip production. The planned new facility in Malta is expected to leverage GlobalFoundries’ expertise in specialized process technologies catering to the specific needs of the automotive, defense, and mobile markets, among others.

The preliminary agreement represents one of the largest awards announced under the CHIPS Act to date, signifying the scale of the government’s ambition to revitalize and expand the U.S. semiconductor ecosystem.
