A key civic official faces arrest in connection with the devastating Virar Building Collapse. Gilson Gonsalves, an Assistant Commissioner with the Virar-Vasai Municipal Corporation (VVMC), is now in custody. This arrest is directly linked to the tragic Virar Building Collapse of Ramabai Apartment. The incident occurred on August 26, 2025, claiming 17 lives and injuring nine others in the Vijaynagar area of Virar East. The scale of the Virar Building Collapse has led to intense scrutiny of local authorities.

Ramabai Apartment, a four-storey structure built around 2012, was an unauthorized construction. This illegal construction housed nearly 50 flats before its catastrophic failure. The building collapsed onto an adjacent vacant tenement, a stark consequence of substandard materials and lack of proper planning. It was designed by an amateur landowner without any technical advice, contributing significantly to the eventual Virar Building Collapse. The tragedy unfolded while a birthday party was in progress, adding to the sorrow of the Virar Building Collapse.

Allegations of Civic Official Negligence in Virar Building Collapse

Gonsalves is accused of gross negligence and civic official negligence. He allegedly failed to act under the Maharashtra Regional and Town Planning (MRTP) Act, 1966, despite a structural audit that clearly flagged the building as dangerous. Investigators believe that timely intervention could have prevented the loss of life in the Virar Building Collapse. While Gonsalves had issued a notice regarding the building’s precarious condition, no subsequent action was taken to evacuate residents. His alleged collusion with the building contractor, leading to this inaction, is being treated as criminal negligence in the context of the Virar Building Collapse. Gonsalves, initially the complainant in the FIR, is now a suspect in the chargesheet related to the Virar Building Collapse.

Wider Investigation into the Virar Building Collapse and Other Arrests

This arrest brings the total number of individuals booked to six, broadening the scope of the building collapse investigation. Previously, the builder, Nital Sane, was arrested. Landowners and their husbands, including Shubhangi Bhoir, Sandhya Patil, Surendra Bhoir, and Mangesh Patil, were also taken into custody. The landowner, Parshuram Dalvi, had passed away before the incident, and his heirs and their spouses were subsequently arrested. Furthermore, other VVMC officials are under intense scrutiny. Former Assistant Commissioner Subhash Jadhav has also been named as an accused, facing investigation for alleged inaction that contributed to the Virar Building Collapse. Seven officials, encompassing both current and former municipal commissioners, have been summoned for questioning. Officials from the water department, who allegedly provided connections despite knowing the building was unauthorized, are also being questioned as part of the Virar Building Collapse probe. A 2020 repair notice for Ramabai Apartment went unheeded, highlighting a systemic failure in enforcing building safety laws. Many buildings in Virar are known to be illegal, and the VVMC faces significant criticism for its lax enforcement. There are ongoing investigations into corruption and money laundering associated with these illegal construction activities, further contextualizing the circumstances of the Virar Building Collapse.

Aftermath and Compensation for the Virar Building Collapse Victims

The tragedy of the Virar Building Collapse sparked widespread outrage. Chief Minister Devendra Fadnavis announced ₹5 lakh compensation for the families of deceased victims and promised free medical treatment for the injured. However, families of the Virar Building Collapse victims reported delays in receiving aid. Anil Jovil, who lost his son, daughter-in-law, and granddaughter in the Virar Building Collapse, faced significant struggles with medical bills for his injured daughter. He eventually received ₹15 lakh in compensation. This incident starkly underscores the critical need for stringent enforcement of building safety laws and raises serious questions about official accountability. The ongoing news coverage of the Virar Building Collapse remains a trending topic, with a renewed focus on preventing future disasters through rigorous oversight and combating corruption in urban planning.
