Indiana lawmakers took a significant step forward. A key committee approved a stadium authority plan. This marks progress for a potential Chicago Bears move. The Indiana House Ways and Means Committee voted unanimously. This happened on Thursday, February 19, 2026. The bill establishes a Northwest Indiana Stadium Authority. This agency will finance and build a new stadium. The Bears are looking at a site near Wolf Lake in Hammond, Indiana.

A Transformational Investment

Indiana officials see this as a major opportunity. House Speaker Todd Huston called it a “transformational investment”. Indiana Governor Mike Braun stated the state is “open for business”. He believes this partnership will benefit all Hoosiers. The Bears also see this as a major development. The team stated it was the “most meaningful step forward” in their stadium planning. They are committed to due diligence for a world-class stadium.

Financial Framework and Commitments

The proposed plan involves significant financial commitments. The Bears have committed $2 billion toward the project. The state plans to fund the rest through bonds. This approach mirrors the financing of Lucas Oil Stadium. The stadium authority would own the facility. The Bears would then lease it as a tenant. Local taxes would help repay the bonds. This includes admissions taxes and food and beverage taxes. Infrastructure improvements are also part of the plan. The state might use toll road revenue for this.

Illinois’s Reaction and Stalled Progress

The news comes as Illinois faces stalled stadium progress. A hearing on Illinois legislation was scheduled. This bill would have allowed tax rate negotiations for large projects. However, that hearing was canceled. Illinois Governor JB Pritzker expressed disappointment. His office stated Illinois was ready to move forward. The Bears requested the hearing pause for “further tweaks”. Pritzker called the Indiana statement surprising and disappointing. He felt the Bears ignored progress made in Illinois.

A Competitive Landscape

Indiana’s legislative calendar has increased pressure on Illinois. The Indiana legislative session is set to end soon. For nearly three years, the Bears have explored stadium options. Previous plans focused on Arlington Heights, Illinois. They also considered a Chicago lakefront site. Now, Indiana presents a viable alternative. Hammond, Indiana, is located just across the state line. It is about 19 miles from the Chicago Loop. This proximity makes it attractive for fans.

This is not the first time the Bears considered Indiana. In the 1990s, a stadium plan in Gary, Indiana, did not materialize. The current popular proposal in Hammond is generating excitement. However, some concerns exist about the impact on local recreation areas near Wolf Lake. The Bears’ lease at Soldier Field runs through 2033. Soldier Field is the oldest active stadium in the NFL.
