Chicago, IL – A tragic mass shooting late Wednesday night outside Artis Restaurant and Lounge in the city’s upscale River North neighborhood has prompted a swift and forceful response from local authorities. Alderman Brendan Reilly, representing the 42nd Ward, has publicly called for the immediate closure of the establishment following the violence that left four people dead and 14 injured among 18 individuals who were shot.

The incident occurred near the intersection of Chicago Avenue and Orleans Street during a private listening party for rapper Mello Buckzz. Emergency services responded to the scene at 311 West Chicago Avenue amid chaos and multiple casualties. The scale of the violence has sent shockwaves through the community and city hall.

Details of the Fatal Incident

The shooting unfolded as attendees were gathered outside the venue. The private event, featuring rapper Mello Buckzz, was drawing to a close when gunfire erupted. First responders found numerous victims suffering from gunshot wounds.

In total, 18 people sustained injuries from the gunfire. Tragically, four individuals succumbed to their injuries, adding to the city’s grim tally of gun violence. Fourteen others were transported to area hospitals with varying degrees of injury. The Chicago Police Department has launched a full-scale investigation into the circumstances surrounding the shooting, but as of now, no suspects are in custody.

Alderman Reilly did not mince words in his condemnation of the incident and the venue. In the aftermath of the shooting, he issued a statement demanding the restaurant be shut down. His call stems from what he described as the owners’ “dishonesty with the City about their plans for the venue.”

Reilly asserted that the way Artis Restaurant and Lounge operated contributed to the conditions that led to the violence, doing so just weeks after opening its doors. He implied that the establishment may not have been forthright with city officials regarding its intended use or operational model, particularly concerning hosting events like the private listening party which attracted a large gathering to the location.

A Troubling History at the Address

This marks the second fatal shooting incident at the address of 311 West Chicago Avenue in less than three years, raising significant concerns about the location itself. In November 2022, while operating under the name Hush Lounge, a separate shooting incident occurred outside the venue. That earlier act of violence resulted in one fatality and three injuries.

Following the 2022 shooting, authorities took decisive action against Hush Lounge. The establishment was shut down, and its liquor license was officially revoked by the Chicago Police Department, working in coordination with Alderman Reilly’s office. In response to the persistent issues and to curb late-night disturbances in the area, Alderman Reilly subsequently implemented a moratorium on new late-hour liquor licenses specifically within the 42nd Ward.

Artis: A New Chapter, Familiar Problems?

Artis Restaurant and Lounge recently opened at the site of the former Hush Lounge. It is currently operating as a BYOB (Bring Your Own Bottle) establishment, which means it does not hold a city liquor license that would subject it to the same regulatory oversight as a venue serving alcohol on-site. This BYOB status might have allowed it to open without the same level of scrutiny or licensing hurdles faced by bars or restaurants with full liquor licenses.

Alderman Reilly’s accusation of “dishonesty” suggests his office believes the operators presented one plan for the venue to the city while intending or allowing it to function in a manner that could attract large crowds and potential issues, similar to the problems associated with the previous tenant at the location. The rapid succession of fatal incidents at the same address, despite the change in name and operational model (from licensed bar to BYOB restaurant), is central to Reilly’s push for closure.

Ongoing Police Investigation

The Chicago Police Department continues its intensive investigation into the shooting. Detectives are working to piece together the events of that night, interview witnesses, and identify those responsible for the gunfire. The lack of arrests so far underscores the challenges faced by law enforcement in such complex cases involving multiple victims.

The future of Artis Restaurant and Lounge at 311 West Chicago Avenue remains uncertain as Alderman Reilly leverages his authority and works with city departments to pursue its closure. The incident renews focus on public safety in entertainment districts and the regulatory challenges posed by venues that may operate in ways not fully anticipated by existing city ordinances.
